Victorian Rental Energy Audit

What Is a Rental Energy Audit?

What Is a Rental Energy Audit and Why Victorian Landlords Should Act Now

Victoria's rental properties are entering one of the most significant periods of change in decades.

The Residential Tenancies Amendment (Minimum Energy Efficiency Standards) Regulations 2025 introduce new minimum energy efficiency standards for rental properties, with requirements being phased in from 1 March 2027 and continuing through to 2030. The standards cover heating, cooling, hot water systems, shower heads, ceiling insulation and draughtproofing.

As these requirements are progressively introduced, landlords and property managers are increasingly asking:

  • Does my rental property comply?
  • What upgrades will be required?
  • How much will compliance cost?
  • Which improvements should I prioritise?
  • Is now the right time to electrify?

A Rental Energy Audit can help answer these questions.

Understanding Victoria's New Rental Energy Efficiency Standards

Under Victoria's new minimum energy efficiency standards, rental properties will progressively require improvements relating to:

  • Heating
  • Cooling
  • Hot water systems
  • Ceiling insulation
  • Draughtproofing
  • Shower head efficiency

Many of these requirements are triggered when a new rental agreement begins or when an existing agreement converts to a periodic (month-to-month) tenancy. Some requirements also include future backstop dates requiring upgrades regardless of tenancy changes.

For landlords, this means that understanding the current condition and performance of their properties is becoming increasingly important.

What Is a Rental Energy Audit?

A Rental Energy Audit is an independent assessment of a rental property's energy performance, thermal comfort characteristics and upgrade opportunities.

Unlike a standard building inspection, a Rental Energy Audit focuses on how the property performs from an energy efficiency perspective.

The assessment helps identify:

✅ Areas of heat loss

✅ Insulation deficiencies

✅ Draught and air leakage issues

✅ Heating and cooling performance

✅ Opportunities for electrification

✅ Future upgrade requirements

✅ Potential compliance risks

What Does a Rental Energy Audit Include?

A Rental Energy Audit may include:

Building Performance Assessment

Assessment of the property's thermal performance and identification of areas where heat is being lost or gained.

Insulation Assessment

Review of existing ceiling insulation levels and potential opportunities for improvement.

Heating and Cooling Assessment

Review of existing systems and future upgrade considerations.

Hot Water Assessment

Review of system type, condition and electrification opportunities.

Draught and Air Leakage Assessment

Identification of common leakage pathways around doors, windows and other building elements.

Electrification Readiness Assessment

Assessment of current gas appliances and opportunities for transitioning to efficient electric alternatives.

What Will Landlords Receive?

Following the assessment, landlords receive a report outlining:

  • Current performance observations
  • Areas requiring attention
  • Upgrade recommendations
  • Potential compliance risks
  • Upgrade priorities
  • Electrification opportunities
  • Long-term improvement strategies

The objective is not simply to identify problems, but to provide a practical roadmap for future investment.

Plan Ahead, Don't Wait Until Compliance Is Triggered

Many landlords wait until compliance becomes mandatory before investigating their options.

However, a proactive approach can provide several benefits:

  • Improved tenant comfort
  • Reduced energy costs
  • Better long-term asset planning
  • Improved property performance
  • Reduced likelihood of urgent upgrade costs

Understanding the current condition and performance of a property allows landlords to make informed decisions rather than reacting when compliance obligations arise.
